Training on panchayat enterprise suite application concludes
BOMDILA, Dec 16: The two days intensive training on the Panchayat Enterprise Suite for the Technical Assistants (JE), Computer cum Accounts Assistants and Computer Assistants of the Panchayat department of West Kameng district concluded at Bomdila here today.
Addressing the trainees yesterday, ADC cum District Panchayat Development Officer (DPDO) P Sora highlighted the increasing workload in Panchayats and the need to ably and aptly cope with the growing duties and responsibilities.
“‘You are the backbone of the structure and thus the training on Panchayat Enterprise Suite assumes great significance,” he said. Serious effort should be made to get well acquainted with the process, he added.
All the 11 computer assistants, 32 computer cum accounts assistants and the 9 Technical Assistants of the nine Anchal blocks of the district attended the training programme.

YUPIA, Dec 16: A team of National Commission for Scheduled Tribe (NCST), New Delhi accompanied by Papum Pare Deputy Commissioner Tai Kaye visited Lekhi village under Ross Panchayat and Chiputa village to study and know the status of implementation of various tribal welfare schemes and the socio economic condition of the tribal people.
Addressing the villagers at a gathering, NCST Chairperson Dr. Rameshwar informed that the Constitution of India has given the tribal people the rights to protect and safeguard their interests and speedy socio economic development as well.
While interacting with the panchayat leaders at Lekhi and Chiputa village, he enquired the people about various facilities like education, health, water and sanitation, electricity, roads and communication, agriculture, irrigation, various centrally sponsored schemes like, IAY, MNREGA and ICDS etc. in their villages.
Being informed of lack of irrigation facilities at Lekhi wet rice cultivation fields, he advised the agriculture department to provide pumping sets to irrigate their field, high yielding varieties of seeds and marketing facilities for agriculture produce for the farmers.
Terming agriculture as the mainstay of tribal people, he said that farmers need to be educated on new techniques of farming to increase productivity.
He also enquired about the facilities given to tribal students, like hostel, scholarships and other basic facilities. He also said that health care facilities must reach to all people and appealed to the Deputy Commissioner to arrange mobile dispensary for people living in far flung and remote areas where there is no health care facilities.
Later in the afternoon, he had a meeting with officers at ZPC conference hall, Yupia, and interacted with the officers of various departments.

Free eye camp held at Seppa
SEPPA, Dec 16: A total of 438 persons were screened for various eye ailments out of which surgeries were performed upon 39 patients for cataracts during a four day free eye operation camp at District Hospital, Seppa from December 12. Four minor surgeries were also performed and 275 were prescribed for spectacles.
The eye camp was conducted by a team of ophthalmologists under the supervision of Dr. Taba Khanna, SPO, National Programme for Blindness Control from Arunachal State Hospital, Dr. Dusu Grayu, District Hospital, Ziro and Dr Kipa Tabing, ASH Nlg.

CBI starts probe into Bihali incident

CBI Superintendent Rajshekhara N is leading the team. The team was reportedly camping at Biswanath Chariali, about 85 km from Tezpur, for probing into the matter. As per the report, the CBI team also asked a section of the local electronic media to provide video footage of the incident for helping the investigations.
When contacted SP Papum Pare P N Khrimey informed that they are aware about the CBI visit. “As of now they have not made any official contact with us. However, we have received information that they are visiting Assam side.”
The Tarasso firing incident which occurred in January this year had worsened the relations between the two neighbouring states. As police of both Assam and Arunachal could not identify the attacker, the case was handed over to CBI on the recommendation of both Assam and Arunachal governments.

The clearance has been granted for the diversion of 4577.84 Ha forest land required for development of the 3,000 MW project in Arunachal Pradesh.
The grant of FC, however, is subject to reduction in height of the dam by 10 m.
It may be noted that the recommendations from FAC have come after much persuasion and insistence from NHPC to reconsider the proposal. However, the Committee has noted that its recommendation be placed before the Competent Authority only after receipt of compliance of FRA, 2006 from state government.
Earlier, FAC has rejected the Forest Clearance many times stating that the benefits out of the project do not justify submerging such a vast tract of forest land.

Assaults on medical professionals are a cognisable and non-
The fact that state does not have intensive care unit speaks volumes. Our doctors and paramedics are at par with rest in terms of trainings and professionalism but what stops hospitals from having ICUs? Lack of facility apart, the simpler reason is that no one from the hospital or associated with it want to end up at the ICUs themselves, should things go wrong. And the fear is not unfounded going by the record cases of assaults on health professionals. They are here to treat, not get treated.
The health department may initiate action for protection of medical professionals across the state and might as well set up a counselling cell for assault victims. The mental trauma stays for a long time. The recent case of assault on doctor in Rama Krishna Mission Hospital should inspire the department to act.
Today as the doctors of RKM Hospital refuses to treat patients; the worse sufferers are the poor patients, which it mainly caters to. The reluctant but desperate action of the doctors is a response to desperate situation and we as a civil society must create a congenial working condition for them.
Noted that attendants are usually very anxious while at the hospital as they wait for treatment of their loved ones especially in emergency cases, but that does not mean that they should obstruct the normal discharge of duty at any point.
Anyone who has worked in hospitals, colleges, and media in Arunachal would vouch that after a point, nothing rattles anymore. Intimidations, physical and verbal abuses are often routine affairs.
The increasing cases of violence in our state is a reflection on our society which has no respect whatsoever for the laid down rules and our deafening silence when things go wrong. As long as citizens are silent, the police and judiciary silenced, we can only leave it to god to decide our well being.

SEIJOSA, Dec 16: In its effort to create awareness and benefits being provided by the Arunachal Pradesh Building & Other Constructions Workers’ Welfare Board (APBOCWWB) to the registered workers, an awareness camp cum welfare kits distribution programme was conducted at remote Goloso under East Kameng district on December 15.
Inaugurating the camp, local MLA cum Principal Adviser to CM Kameng Dolo appealed the labour community and MNREGA job card holders to register with the Board to avail maximum benefits. He further advised the working class to be punctual and disciplined in life for better future of the state and the country. Abstain from bad habits like drinking and drugs, he further requested. Dolo requested the Board to conduct more such awareness in areas with large number of labours and also to post Board staff at Seijosa.
Speaking as the guest of honour, Secretary APB&OCWWB cum Director IT, S. De Sarkar said that Labour Board is for the upliftment of the labour community. He highlighted about the benefits being provided by the Board like medical assistance, tools advance, maternity assistance, housing loans, education assistance for higher studies, old age pension for above 60 years, scholarships to children of registered workers, death benefits, funeral assistance etc. Other non statutory benefits being provided by the Board are free distribution of school kits to the children of registered workers, solar lamps, helmets and gumboots etc. He further requested labour community to educate their children as they can also become doctors and engineers like others. He further informed that Board has streamlined in distribution of statutory benefits. He further requested the HoDs to deposit one percent cess towards the Board

CNC discusses on Nyokum Yullo celebration
ITANAGAR, Dec 16: The Central Nyokum Committee (CNC) discussed regarding celebration of the ensuing Nyokum festival in meeting held at Nyikum Nyia Hall, Nyirubjolli today.
The meeting after a thorough deliberations unanimously revolved to refer to a committee of religious experts of all religions, religious denominations to be called “All Religions Interface Committee of Nyishi (ARICoN) regarding participation of some faiths in ritual performance during the Nyokum Yullo. The Presidents and General Secretaries of all religions will nominate two members of their religious experts with past track of patriotism in community ideology.
Further it was agreed in principle that the said committee will come out with recommendations for certain compromise in participation, so that every Nyishi could take part, however, without distortion of the fundamental fabric of the festival.
“The Nyishis of all religions and faith of all religious denominations will enthusiastically take part in Nyokum Yullo with traditional pomp and show, preserve all forms of Nyishi art and culture and its traditions,” the meeting resolved.

High level team monitors CSS road progress in Capital
ITANAGAR, Dec 16: The work progress of sector roads are satisfactory, said PWD Minister Gajen Gadi while Chief Secretary Ramesh Negi pointed out that roads being visible and useful to the people are symbol of development.
Their observation came when the duo along with Parliamentary Secretaries, Alo Libang (PWD) and Techi Kaso (UD), PWD Commissioner Gonesh Koyu, a host of top ranking engineers and Capital DC Mige Kamki were inspecting the under construction cement concrete road (CCR) from Eastern Side School to Ministers’ Bungalow here today.
The CCR road, whose 10 cm concrete layer was already laid to be followed by 20 cm carpeting, would last for 30 years unlike the traditional blacktopped road which is subjected to fast deterioration and requires continuous maintenance, PWD SE M Kamchi informed.
In all, 22 km CCR roads will be built throughout the Capital Complex while the ongoing ESS road would serve as a diversion to ease traffic congestion on NH 52 A, Kamchi added.

ITANAGAR, Dec 16: Chief Minister Nabam Tuki has assured Arunachal State Badminton Association (ASBA) to extend all possible help to improve infrastructure and address the problem of coaches for further development of badminton in the state. Tuki gave this assurance when a team of ASBA, led by its secretary Bamang Tago along with the medal winning badminton players in the just concluded North East Sports Competition called on the former at his office here yesterday, according to an ASBA release.
Tuki congratulated the visiting badminton team for its brilliant performance in the NE sports competition despite having limited resources.
Arunachal Pradesh finished behind leader Manipur in the competition.
Earlier, the ASBA team apprised the Chief Minister of the ineligibility to hold national level badminton competitions in the state due to lack of infrastructure which has become a stumbling block for development of the sport in the state which needs immediate attention.
The association also informed about the lack of badminton coaches in the state.
The shuttlers clinched 4 gold medals out of the total six in the recently concluded national level sports event. No gold medal was ever won by the state until the recently concluded 28th edition of the Games, ASBA informed.
The Department of Sports & Youth Affairs also congratulated all the medal winning players of the state, including their coaches and all those behind their success, for their oustanding performance and finshing overall second in the recently concluded North East Sports Competition.

I did my schooling from Ramakrishna Mission School, a follower and admirer of Swami Vivekananda’s life and teachings. I believe in the Universal Brotherhood of Swami Vivekananda. I am proud to be associated with the Ramakrishna Mission. I am blessed enough to be enriched and enlightened by the words and life of Swami Vivekananda.
I am a proud Nocte and I am a Christian. Not by force but by my choice and by my faith. I got baptized when I was 25 years old. I took up Christianity for my spiritual growth and to lead a righteous life. I was matured enough to decide for myself, I knew the difference between the good and the bad, the right and the wrong before I got baptized.

Through your esteemed newspaper, I would like to express my grief regarding the recent explicit video clip which has emerged from Daporijo which has shocked the citizens.
The fact that video clip involves a minor girl suggest that it was done forcefully. This is condemnable and shameful act.
If uniformed man indulges in such kind of acts soon our innocent sisters could meet the same fate as the young innocent victim girl.
Therefore, I condemn the act and earnestly plead to the state govt. and concerned authorities to give strongest punishment to the culprit as per the law so that people think twice before doing this.
