DDAC resents delay in declaring Basar as dist HQs

ITANAGAR, Dec 16: District Demand Action Committee (DDAC) has expressed its strong resentment over the state government’s dilly-dallying tactics in declaring Basar as the headquarters of Lower Siang district.

According to a DDAC release, creation of Lower Siang headquarters at Basar was in-principle approved in a cabinet meeting of then Dorjee Khandu led Government on August 7, 2009. But, in spite of the Cabinet approval, the state government has not yet declared Basar as the headquarters of Lower Siang which is causing a great deal of dissatisfaction among the public, the DDAC release said.

While endorsing the proposed phase wise Lower Siang district bandh called by various students’ organizations of the constituency in protest against inordinate delay in declaring Basar as the district headquarters, DDAC has further resolved to launch mass democratic movements against the ruling Congress Govt. in the state for fulfillment of its long-pending demand.

 

Cleanliness drive at Miao

ITANAGAR, Dec 16: Responding to Prime Minister’s Swachh Bharat Mission, the Miao Sub-Division of Changlang district launched the second phase of weekly cleanliness drive at Miao CHC campus today.

The entire campus of Miao CHC was cleaned and roadside weeds and jungles cleared during the cleanliness drive which was activiely participated by all the HODs of Miao Sub-Division and their staff and general public.

The cleanliness drive was organized under the supervision of Miao ADC.

 

State NYP team at national camp

ITANAGAR, Dec 16: Carrying the message of Vasudhaiva Kutumbakam (the world is one family), a state National Youth Project team left here today for Mumbaram in Kannur district of Kerala to attend a week-long National Integration Peace Youth Camp beginning from December 20 next.

The annual camp of NYP supported by the Kerala government aims at spreading the message of peace and liquor prohibition. The team including Oni Ering, Yanu Magria and Ana Langha is escorted by Suman Roy.

While informing that NYP director Dr S N Subba Rao will be conducting the camp, NYP vice president Pradeep Kumar urged the team members to prove Arunachal’s unique culture and hospitality through their every action in the camp.

 

Training on panchayat enterprise suite application concludes

BOMDILA, Dec 16: The two days intensive training on the Panchayat Enterprise Suite for the Technical Assistants (JE), Computer cum Accounts Assistants and Computer Assistants of the Panchayat department of West Kameng district concluded at Bomdila here today.

Addressing the trainees yesterday, ADC cum District Panchayat Development Officer (DPDO) P Sora highlighted the increasing workload in Panchayats and the need to ably and aptly cope with the growing duties and responsibilities.

“‘You are the backbone of the structure and thus the training on Panchayat Enterprise Suite assumes great significance,” he said. Serious effort should be made to get well acquainted with the process, he added.

All the 11 computer assistants, 32 computer cum accounts assistants and the 9 Technical Assistants of the nine Anchal blocks of the district attended the training programme.

The two days training was divided into theory and practical sessions and was imparted by the TAs, who had earlier undergone training at SIRD, Itanagar. DIPRO

 

Sarada Devi’s birthday celebrated

AALO, Dec 16: The 162nd birthday of Sri Maa Sarada Devi was celebrated at Ramakrishna Mission, Aalo on Saturday last by organizing various programmes in the main prayer hall.

‘Puja’ and ‘Homa’ performed by the Sadhus and Brahmacharis of the Mission and devotional songs by monks, staff and students were the main highlights of the celebration.

Students from non-formal schools hailing from different remote villages attended the programme and sang melodious devotional songs.

A photo exhibition on the life and teachings of Maa Sarada Devi was also arranged for the participants.

A special ‘Arati’ was performed along with Sankirtan and bhajans in the evening.

Blankets were distributed to casual labourers to mark the occasion, informed Srimat Swami Purnajnanananda, the Secretary of the Mission,

About 1000 well-wishers and admirers of the Mission attended the programme.

Students union satisfied with quality of road

ITANAGAR, Dec 16: All Bameng, Khenewa and Lada Students Union (ABKLSU) in a release said that it was satisfied with the quality of road constructed from Sekong to Kojo (Phase-1) under PMGSY.

The road from Sekong to Kojo (Phase–I) has been constructed properly in comparison to other PMGSY roads in Bameng constituency, said ABKLSU, which inspected various roads in their area recently.

“Now vehicles can reach upto Rapung village conveniently,” informed ABKLSU in a release.

The students’ union also visited Khenewa to Nampe-Lamnio, Sangbia-Paffa, Londa-Lorah road and Khenewa to Nampe-Lamnio PMGSY road which are still in a state of incompletion.

 

Mass candle light procession

ITANAGAR, Dec 16: Itanagar Buddhist Cultural Society (IBCS) organised a mass candle light procession which was participated by Buddhist devotees from the Capital Complex at Siddharta Vihar Gompa here in remembrance of Buddhist Guru and spiritual scholar Lama Tsongkhapa.

He was a famous teacher of Tibetan Buddhism, whose activities led to formation of the Gelug school of Tibetan Buddhism.

Tsongkhapa heard Buddha’s teachings from masters of all Tibetan Buddhist traditions and received lineages transmitted in the major schools.

 

Dc, ddse and zpm visit vkv Kuporijo

DAPORIJO, Dec 16: Upper Subansiri Deputy Commissioner Komkar Dulom and DDSE ST Zara along with officials of education department visited VKV Kuporijo today and interacted with the students.

While interacting with the students, the Deputy Commissioner advised the students to devlop concern for the environment. He also asked the students to participate in the “Swachh Bharat Abhiyan” whole heartedly to make the Daporijo town neat and clean.

The Deputy Commissioner has assured fund for construction of two toilets for the girl students.

The DDSE assured to provide books for the school library.

ZPM of Segi-Gusar Jumli Dugi also assured to provide all support for the school.

 

City Congress office inaugurated

ITANAGAR, Dec 16: The City Congress Committee office here was inaugurated today by local MLA cum Parliamentary Secretary Urban Development, Housing and Land Management Techi Kaso.

After the inauguration, Kaso exhorted all the members of the committee to be hard working, dedicated and to maintain cooperation among them.

NCST visits Papum Pare

YUPIA, Dec 16: A team of National Commission for Scheduled Tribe (NCST), New Delhi accompanied by Papum Pare Deputy Commissioner Tai Kaye visited Lekhi village under Ross Panchayat and Chiputa village to study and know the status of implementation of various tribal welfare schemes and the socio economic condition of the tribal people.

Addressing the villagers at a gathering, NCST Chairperson Dr. Rameshwar informed that the Constitution of India has given the tribal people the rights to protect and safeguard their interests and speedy socio economic development as well.

While interacting with the panchayat leaders at Lekhi and Chiputa village, he enquired the people about various facilities like education, health, water and sanitation, electricity, roads and communication, agriculture, irrigation, various centrally sponsored schemes like, IAY, MNREGA and ICDS etc. in their villages.

Being informed of lack of irrigation facilities at Lekhi wet rice cultivation fields, he advised the agriculture department to provide pumping sets to irrigate their field, high yielding varieties of seeds and marketing facilities for agriculture produce for the farmers.

Terming agriculture as the mainstay of tribal people, he said that farmers need to be educated on new techniques of farming to increase productivity.

He also enquired about the facilities given to tribal students, like hostel, scholarships and other basic facilities. He also said that health care facilities must reach to all people and appealed to the Deputy Commissioner to arrange mobile dispensary for people living in far flung and remote areas where there is no health care facilities.

Later in the afternoon, he had a meeting with officers at ZPC conference hall, Yupia, and interacted with the officers of various departments.

Forum denounce arrest of former minister and others on Lower Siang issue

ITANAGAR, Dec 16: The Arunachal Citizen’s Rights and Demands Forum has termed the arrest of former minister Kardu Taipodia along with other prominent leaders of Likabali area on the second day of the 96 hours Lower Siang bandh beginning from December 10 as unconstitutional and undemocratic.

The government by going on the arresting spree has curtailed the democratic right of the people of the area. The use of paramilitary force is shameful, it lamented in a release. If the government will not consider our demand of placing the functional headquarter of the district at Likabali and permanent headquarter at Sikirima, we would continue or agitation phasewise, it further declared.

 

Fulfil promises made on inaugural day - Longding BJP unit

ITANAGAR, Dec 16: The Bharatiya Janata Party (BJP) unit, Longding district has appealed to the state government to immediately fulfil all the promises made to the people of Longding district during the inauguration of the district on Feb 19 2012.  

In a meeting of the BJP unit held yesterday, the BJP unit demanded that the Chief Minister Nabam Tuki discharge the assurances made during the inaugural day of Longding district. Further the BJP Unit has also appealed the state government to immediately construct the mini-secretariat building and allot all the Head of Departments for Longding District. The setting up of Industrial Training Institute (ITI) at Kanubari was also strongly emphasised by the party in the meeting, added a release.

 

Arrest of accused ITBP jawan demanded

ITANAGAR, Dec 16: All Tagin Youth Organization (ATYO) has demanded immediate arrest of Constable Ashok Kumar Shippy of Indo Tibetan Border Police (ITBP) accused in circulation of an illicit video clip involving a local girl from Upper Subansiri district failing which the organization threatened to launch a series of democratic movement from December 22.

The first phase of the movement will be in form of dharna before the Deputy Commissioner’s office at 8 am on December 22 while a 12-hr Upper Subansiri bandh will be called in the second phase from 5 am on December 27. It will stage dharna in front of Raj Bhawan in the third phase at 8 am on January 10, 2015 to draw attention of the Governor.

 

Society demands exemplary punishment

ITANAGAR, Dec 16: Claiming that one Likha Taje was hit by a mini bus bearing registration no. ARO1E-2026 near tea garden, Karsingsa on December 7 last leading to his death on the spot, the All Dodo Welfare Society has demanded arrest of the driver of the mini bus and to award him with exemplary punishment.

In its addressed to the Capital Complex DC, it alleged that the driver was bailed out without any trial.

 

Free eye camp held at Seppa

SEPPA, Dec 16: A total of 438 persons were screened for various eye ailments out of which surgeries were performed upon 39 patients for cataracts during a four day free eye operation camp at District Hospital, Seppa from December 12.  Four minor surgeries were also performed and 275 were prescribed for spectacles.

The eye camp was conducted by a team of ophthalmologists under the supervision of Dr. Taba Khanna, SPO, National Programme for Blindness Control from Arunachal State Hospital, Dr. Dusu Grayu, District Hospital, Ziro and Dr Kipa Tabing, ASH Nlg.

The camp was inaugurated by Deputy Commissioner Sandeep Kumar Singh.

 

Bharat Scouts and Guides State Judging Camp commences

ITANAGAR, Dec 16: The Bharat Scouts and Guides, Arunachal Pradesh is organizing the First State Level Standard Judging Camp at State Training Centre, Polo Colony Naharlagun from 15th to 20th Dec 2014.

Secretary Education and Vice President of Bharat Scouts and Guides, Arunachal Pradesh, RK Mishra inaugurated the camp by releasing balloons today amidst a gathering of 235 Scouts, Guides and organizing committee members from 14 districts of the state. Addressing on the occasion, lauding the role of Scouts and Guides in the State, Mishra emphasized on disaster management course for Scouts and Guides to overcome and face the challenges of life.

APPSCCE consultative committee seeks President’s intervention

ITANAGAR, Dec 16: The Consultative Committee APPSCCE (Main) 2013-14 has called for recommending the vexed issue of the leakage of question paper of general studies-II of APPSCCE mains to the President of India.

In its letter submitted to the Chief Secretary, while reiterating its demand for unearthing the truth behind leakage of the paper and re-conduct the examination at the earliest, it expressed disappointment that the state government is yet to come up with the report of the enquiry conducted upon it.

The Principal Secretary (Home), Chief Minister and the Home Minister, all are incompetent, unfit and have limited power or rather no power to take any decision regarding the autonomous constitutional institution of APPSC, it lamented saying that it is fed up of the issue being neglected by the state government.

 

IMBVWC seeks for creation of two new bamboo depots

ITANAGAR, Dec 16: The Itanagar Market Bamboo Vendors Welfare Committee has sought for establishing two new bamboo depots near Gohpur Tinali Chimpu and near Jullang/ Dath village. In a memorandum to the Capital Complex Deputy Commissioner, the IMBVWC further informed that they are going to conduct clean drives of unauthorised bamboo storages and selling within Itanagar market.

CBI starts probe into Bihali incident

ITANAGAR, Dec 16: A CBI team recently arrived at Bihali, Assam to investigate into the firing incident at Tarasso near Assam-Arunachal Pradesh border in which 15 people were killed early this year.

An eight-member group of officials from Central Bureau of Investigation held meeting with Sonitpur district Deputy Commissioner Lalit Gogoi and Superintendent of Police Sanjukta Parasar separately.

CBI Superintendent Rajshekhara N is leading the team. The team was reportedly camping at Biswanath Chariali, about 85 km from Tezpur, for probing into the matter. As per the report, the CBI team also asked a section of the local electronic media to provide video footage of the incident for helping the investigations.

When contacted SP Papum Pare P N Khrimey informed that they are aware about the CBI visit. “As of now they have not made any official contact with us.  However, we have received information that they are visiting Assam side.”

The Tarasso firing incident which occurred in January this year had worsened the relations between the two neighbouring states. As police of both Assam and Arunachal could not identify the attacker, the case was handed over to CBI on the recommendation of both Assam and Arunachal governments.

 

 

Forest clearance for Dibang multipurpose project with conditions

Itanagar, Dec 16: The Forest Advisory Committee (FAC) in its recently held meeting re-discussed the proposal for forest diversion for NHPC's Dibang multipurpose project and has recommended the grant of Forest Clearance (FC).

The clearance has been granted for the diversion of 4577.84 Ha forest land required for development of the 3,000 MW project in Arunachal Pradesh.

The grant of FC, however, is subject to reduction in height of the dam by 10 m.

It may be noted that the recommendations from FAC have come after much persuasion and insistence from NHPC to reconsider the proposal. However, the Committee has noted that its recommendation be placed before the Competent Authority only after receipt of compliance of FRA, 2006 from state government.

Earlier, FAC has rejected the Forest Clearance many times stating that the benefits out of the project do not justify submerging such a vast tract of forest land.

 

 

Our health and their welfare

Assaults on medical professionals are a cognisable and non- bailabale offence in many states in India. But apparently, the suggestion for enactment of similar legislation in Arunachal was shot down even before it took shape. Going by the records of repeated assault on doctors and paramedics, such an Act is absolutely essential in the state. The same way, citizens’ jump to kill when things go wrong in hospitals, the medical practitioners should be given the right to protect themselves when they are at the receiving end. Such repeated attacks will certainly demoralise the doctors and paramedics.

The fact that state does not have intensive care unit speaks volumes. Our doctors and paramedics are at par with rest in terms of trainings and professionalism but what stops hospitals from having ICUs? Lack of facility apart, the simpler reason is that no one from the hospital or associated with it want to end up at the ICUs themselves, should things go wrong. And the fear is not unfounded going by the record cases of assaults on health professionals. They are here to treat, not get treated.

The health department may initiate action for protection of medical professionals across the state and might as well set up a counselling cell for assault victims. The mental trauma stays for a long time. The recent case of assault on doctor in Rama Krishna Mission Hospital should inspire the department to act.

Today as the doctors of RKM Hospital refuses to treat patients; the worse sufferers are the poor patients, which it mainly caters to. The reluctant but desperate action of the doctors is a response to desperate situation and we as a civil society must create a congenial working condition for them.

Noted that attendants are usually very anxious while at the hospital as they wait for treatment of their loved ones especially in emergency cases, but that does not mean that they should obstruct the normal discharge of duty at any point.

Anyone who has worked in hospitals, colleges, and media in Arunachal would vouch that after a point, nothing rattles anymore. Intimidations, physical and verbal abuses are often routine affairs.  

The increasing cases of violence in our state is a reflection on our society which has no respect whatsoever for the laid down rules and our deafening silence when things go wrong. As long as citizens are silent, the police and judiciary silenced, we can only leave it to god to decide our well being.

 

 

No person, community should be given double benefit: IFCSAP

ITANAGAR, Dec 16: A team of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) yesterday met the chairman of National Commission for Scheduled Tribes (NCST) and Under Secretary at a city hotel and urged them that no person or community in Arunachal Pradesh should be given double benefit as it would encourage mass conversion to the faiths classified as minority community  resulting in adverse effect in preservation and promotion of indigenous faith, culture and traditions,

During the meeting with the NCST team, the IFCSAP team strongly urged the central government officials to direct the state government for early implementation of the Anti-Conversion Bill for Arunachal Pradesh Freedom of Religion Act 1978, which was passed in 1978.

“Steps should be initiated by the State Government to issue Minority Certificates to the converts of Arunachal Pradesh and  let the converted person surrender their Scheduled Tribe certificates at the earliest,” the team opined.

“A draft Scheduled Caste and Scheduled Tribes Orders (Amendment) Bill, recommended by the Joint Parliamentary Committee (JPC), was placed in Lok-Sabha in 1967. Unfortunately, this Bill couldn’t be passed at that time for certain reason. We strongly demand the Government of India to pass the same Bill at the earliest,” the IFCSAP team demanded.

The team also demanded reinsertion of the religion column which was deleted from various Govt. certificates, employment and various other application forms so that genuine ST applicants get the benefits.

“The Central Government should give a serious thought on introduction of a Tribal Development Oriented schemes in Arunachal Pradesh and try to reintroduce the MsDP scheme only for development and welfare of the Arunachal Pradesh tribes instead of minorities, the team said.

Further, sufficient funds may be provided for promotion, protection and preservation of indigenous faith and culture or else the cultural heritage of the state is sure to be extinct very soon, the IFCSAP team opined. It also urged the Central Government to provide sufficient funds for taking up activities for promotion and preservation of tribal literature and languages by establishing heritage schools with hostels, libraries etc.

Meanwhile, the visiting team has assured to look into the grievances placed before it by IFCSAP, the release added. The IFCASP team was led by its president Dr. Ligu Tacho and general secretary Bai Taba.

 

 

RKMH begins protest, APDA demands Security Act for medical personnel

ITANAGAR, Dec 16: The doctors of Ramakrishna Mission (RKM) Hospital have started their protest against repeated abuse and physical assault on doctors while on duty. The protest will continue till Dec 18. The decision follows an assault on a Medical Officer who was physically assaulted and abused on Dec 13 while on night duty.

The doctors association is demanding immediate arrest of the accused. They also want government to bring in a legislation making assault on doctor a non-bailable offence.

Meanwhile, the Arunachal Pradesh Doctors’ Association (APDA) APDA has further echoed the demands made by the doctors of RKM and has called for enactment of Security Act for medical personnel with the provision for non-bailable offence for any assault on medical personnel. Such Act is in place in almost all states of the country.

The APDA has been pursuing the government for early enactment of Security Act to prevent repeated attack on medical personnel on duty.  APDA has vehemently condemned the manhandling of doctor on duty at R K Mission Hospital on Friday last. The repeated attack of doctors and other health care providers on duty have demoralized them and the recent act by the anti- social elements will further bring down the tempo to serve the needy, it said.

APDA appealed to the general public to understand the fact that good and logical medical management cannot be delivered by health care providers under pressure.

“They need proper and conducive ambience to deliver the services required. The patient and their attendants need to consider the humane aspect of these personnel on duty. Their body and minds are same as that of other human beings but serve tirelessly just to see one good smile on the face of the person they are treating”, APDA said in a statement.

 

One person is reported to have been arrested by the police today in the Dec 12 RKM Hospital assault case. Though details have not been made known, Police says that the arrested man is an IRBn personnel.

 

 

APBOCWWB camp at Goloso

SEIJOSA, Dec 16: In its effort to create awareness and benefits being provided by the Arunachal Pradesh Building & Other Constructions Workers’ Welfare Board (APBOCWWB) to the registered workers, an awareness camp cum welfare kits distribution programme was conducted at remote Goloso under East Kameng district on December 15.

Inaugurating the camp, local MLA cum Principal Adviser to CM Kameng Dolo appealed the labour community and MNREGA job card holders to register with the Board to avail maximum benefits. He further advised the working class to be punctual and disciplined in life for better future of the state and the country. Abstain from bad habits like drinking and drugs, he further requested. Dolo requested the Board to conduct more such awareness in areas with large number of labours and also to post Board staff at Seijosa.

Speaking as the guest of honour, Secretary APB&OCWWB cum Director IT, S. De Sarkar said that Labour Board is for the upliftment of the labour community. He highlighted about the benefits being provided by the Board like medical assistance, tools advance, maternity assistance, housing loans, education assistance for higher studies, old age pension for above 60 years, scholarships to children of registered workers, death benefits, funeral assistance etc. Other non statutory benefits being provided by the Board are free distribution of school kits to the children of registered workers, solar lamps, helmets and gumboots etc. He further requested labour community to educate their children as they can also become doctors and engineers like others. He further informed that Board has streamlined in distribution of statutory benefits. He further requested the HoDs to deposit one percent cess towards the Board

Speaking as the special invitee ADC Seijosa, Taku R Tapu, assured to extend all possible help to labours and to accommodate Board staff in Seijosa if provided by the Board. He urged the labour community to grab the opportunity by registering with the Board and avail maximum benefits from the Board.

Later welfare kits like solar lamps, school kits, gumboots etc were distributed to the workers. Hundreds of labourers, HoDs including AE WRD Seijosa, AE PWD Seijosa, panchayat leaders and general public took active participation on the occasion.

 

 

CNC discusses on Nyokum Yullo celebration  

ITANAGAR, Dec 16: The Central Nyokum Committee (CNC) discussed regarding celebration of the ensuing Nyokum festival in meeting held at Nyikum Nyia Hall, Nyirubjolli today.

The meeting after a thorough deliberations unanimously revolved to refer to a committee of religious experts of all religions, religious denominations to be called “All Religions Interface Committee of Nyishi (ARICoN) regarding participation of some faiths in ritual performance during the Nyokum Yullo. The Presidents and General Secretaries of all religions will nominate two members of their religious experts with past track of patriotism in community ideology.

Further it was agreed in principle that the said committee will come out with recommendations for certain compromise in participation, so that every Nyishi could take part, however, without distortion of the fundamental fabric of the festival.

“The Nyishis of all religions and faith of all religious denominations will enthusiastically take part in Nyokum Yullo with traditional pomp and show, preserve all forms of Nyishi art and culture and its traditions,” the meeting resolved.

The meeting also adopted‘the broad guidelines on celebration of Nyokum Yullo’ issued (vide No.CNC/SG-01/2013-16) on December 18, 2013.

Apart from the CNC executive members, social workers, office bearers and representatives of Central Nyeder Namlo, Arunachal Pradesh Catholic Association, representative of the community, Nyishi Baptist Church (NBCC), Nyishi Indigenous Faith and Cultural Society of Arunachal Pradesh (NIFCSAP), Arunachal Pradesh Christian Revival Church Council (APCRCC) and Pastors religions and religious denominations of the Nyishi community attended the meeting.

 

 

High level team monitors CSS road progress in Capital

ITANAGAR, Dec 16: The work progress of sector roads are satisfactory, said PWD Minister Gajen Gadi while Chief Secretary Ramesh Negi pointed out that roads being visible and useful to the people are symbol of development.

Their observation came when the duo along with Parliamentary Secretaries, Alo Libang (PWD) and Techi Kaso (UD), PWD Commissioner Gonesh Koyu, a host of top ranking engineers and Capital DC  Mige Kamki were inspecting the under construction cement concrete road (CCR) from Eastern Side School to Ministers’ Bungalow here today.

The CCR road, whose 10 cm concrete layer was already laid to be followed by 20 cm carpeting, would last for 30 years unlike the traditional blacktopped road which is subjected to fast deterioration and requires continuous maintenance, PWD SE M Kamchi informed.

In all, 22 km CCR roads will be built throughout the Capital Complex while the ongoing ESS road would serve as a diversion to ease traffic congestion on NH 52 A, Kamchi added.

The entire team inspected the Secretariat Complex where the works are in advance stage. The engineers assured the minister that Block-II will be ready by February 20 next.

However, everyone was shocked at the dismal progress of the Assembly Secretariat, whose advancement was poorest among all schemes under the 2008 PM’s package.

The poor quality door frames and cracks on ceiling were tell-tall proofs of the poor quality of work.

The PWD Minister while having a threadbare discussion with the engineers in presence of both Parliamentary Secretaries and the PWD Commissioner informed that Chief Minister Nabam Tuki has desired that the PWD should take up the work on war footing in two shifts with a target to complete the work in a year.

Senior engineers, particularly project engineer AE Nabam Takar, assured that the faults would be rectified and the work would gain momentum soon to complete the complex at the earliest.

Earlier during the day, the Minister reviewed the progress of all centrally sponsored schemes under SPA, NLCPR, NEC, CRF and RIDF and directed that the tender process for all roads approved be completed within 15 days to start work, while the utilization certificates of all works executed be submitted to the Union Ministries of Road, Transport & Highway and DoNER through state’s planning secretary.

He also reviewed the progress of Itanagar to Banderdewa four-lane highway besides the roads of Capital Complex and all district headquarters.

He urged the engineers to ensure work quality as he had announced earlier that the face of Capital Complex roads including in all sectors would change by March next. He cautioned that he might visit any district headquarter without prior notice to take stock of the progress.

 

 

Create 3rd AAPBn within 30 days:AAPBSU

ITANAGAR, Dec 16: All Arunachal Pradesh Border Students’ Union (AAPBSU) gave the state government a month’s time for creation and recruitment of the third batch of Arunachal Pradesh Police Battalion (AAPBn).

The resolution to serve 30 days ultimatum was adopted in a joint meeting of AAPBSU central executive body and AAPBSU district units held at Naharlagun Sunday in view of the state government’s failure to respond to the Union’s single-point demand submitted to the Chief Secretary in August for creation of the third batch of AAPBn, according to an AAPBSU  release.

It that the Administrative Reform and the State government have already cleared and approved for recruitment of third batch of AAPBn in 2010 but no necessary initiative in this reagrd has been made so far by the present government.

AAPBSU has been demanding for creation of the third batch of the battalion in view of insufficient forces in state police to safeguard the life and properties of people of the state, particularly living in Assam-Arunachal boundary area, and smooth progress of various vital infrastructural development projects, like Trans-Arunachal Highway, various hydro power projects, where low and order problem is often reported.

The union has threatened to launch a series of democratic movement in state capital in form of bandh calls etc. in case its demand was not met.

 

 

Arunachal United trounce Siang Highlanders, E&K’s draw with Kurung Kumey Veterans

ITANAGAR, Dec 16: Arunachal United FC toyed with Siang Highlanders and defeated the team by tennis like score of 6-0 in a group match in the second state level Veteran Cup Football tournament at Rajiv Gandhi Stadium, Naharlagun today.

Taja Bunung’s 11th minute goal opened the floodgate for Arunachal United. He doubled the score in 18th minute before Dojum Nomuk made it 3-0 by scoring in 39th minutes.

Arunachal United was leading Siang Highlanders 3-0 at half time.

Kage Dodum scored the fourth goal for Arunachal United in 67th minutes before Bunung completed his hat-trick in 78th minutes. Kipa Sora netted the 6th goal to complete the drubbing.

Siang Highlanders made some fine moves in the second half but failed to score mainly due to poor finishing.

The second match of the day played between E&K’s and Kurung Kumey Veterans ended in 2-2 draw.

Kurung Kumey shot into lead 27 minute into the play through goal from Rajman Dolo. The lead however was short-lived as Toko Pacho (Bulbul) of E & K's equalized in 41 minutes. Lige Lollen gave E&K’s FC 2-1 by scoring in 68th minutes. But Takio Lugu Tarh of Kurung Kumey forced E&K’s to split points by scoring the equalizer in 77th minutes.

 

 

CM assures more infrastructure

ITANAGAR, Dec 16: Chief Minister Nabam Tuki has assured Arunachal State Badminton Association (ASBA) to extend all possible help to improve infrastructure and address the problem of coaches for further development of badminton in the state. Tuki gave this assurance when a team of ASBA, led by its secretary Bamang Tago along with the medal winning badminton players in the just concluded North East Sports Competition called on the former at his office here yesterday, according to an ASBA release.

Tuki congratulated the visiting badminton team for its brilliant performance in the NE sports competition despite having limited resources.

Arunachal Pradesh finished behind leader Manipur in the competition.

Earlier, the ASBA team apprised the Chief Minister of the ineligibility to hold national level badminton competitions in the state due to lack of infrastructure which has become a stumbling block for development of the sport in the state which needs immediate attention.

The association also informed about the lack of badminton coaches in the state.

The shuttlers clinched 4 gold medals out of the total six in the recently concluded national level sports event. No gold medal was ever won by the state until the recently concluded 28th edition of the Games, ASBA informed.

The Department of Sports & Youth Affairs also congratulated all the medal winning players of the state, including their coaches and all those behind their success, for their oustanding performance and finshing overall second in the recently concluded North East Sports Competition.

Stop differentiating between bad and good terror group

The whole world watched in shock as in the bloodiest terror attack in Pakistan in years, at least 160 people, mostly children, were today killed by heavily-armed Taliban suicide bombers who stormed an army-run school at Peshawar. They also took several hostages using them as human shield. The Tehreek-e-Taliban Pakistan claimed responsibility for the attack. This was done as revenge against Pakistani army for carrying out operation against Pakistani Taliban in tribal areas.

Along with the rest of the world, Prime Minister Narendra Modi and President Pranab Mukherjee have also condemned the gruesome incident. Often in the past Pakistan has been accused by international community of supporting terror groups.  But this incident has changed the whole dynamic. The killing of so many innocent children is against the humanity. Now international community will have to join hand with Pakistani government in their fight against Taliban in Khyber-Pakhtunkhwa. The Pakistani also needs to stop differentiating between good and bad terror groups. They should take action against terror groups using their soil to carry out terrorist operation in India and Afghanistan. End of the day terrorist knows no religion or community. They are enemies of humanity.

A Nocte Christian’s thought on tradition and indigenisation

Dear Editor,

I did my schooling from Ramakrishna Mission School, a follower and admirer of Swami Vivekananda’s life and teachings. I believe in the Universal Brotherhood of Swami Vivekananda. I am proud to be associated with the Ramakrishna Mission. I am blessed enough to be enriched and enlightened by the words and life of Swami Vivekananda.

I am a proud Nocte and I am a Christian. Not by force but by my choice and by my faith. I got baptized when I was 25 years old. I took up Christianity for my spiritual growth and to lead a righteous life. I was matured enough to decide for myself, I knew the difference between the good and the bad, the right and the wrong before I got baptized.

I didn’t believe in many of our traditional beliefs and practises. I didn’t believed in and do not boost of the head hunting practises of my fore-fathers. I knew it was very wrong to kill the newborn babies by birth if they were twins or they had some extra fingers or any other congenital anomalies which was very well practised till the early 90s. It was not good to lay the dead bodies of our loved ones in the open areas  to be decomposed and eaten away by the wilds. It is still not okay for us to drink alcohol and sacrifice animals during the funerals. When you have very little precious time to say a final good bye to your loved one forever, that little precious time is wasted in drinking, gambling and cooking food for everyone.

I do not have the right to comment on other tribes but everything is not okay with our traditional practises and beliefs. For me I am a Nocte by birth and it’s my identity and I am a Christian by faith. I will always be in the front to preserve and protect my Nocte tradition and culture which is good and beneficial for my society. And I am a proud Nocte and a Christian.

A check gate where it should not be

Dear Editor,

Through the column of your esteemed daily, I would like to highlight the current awkward location of Arunachal check gate  at Likabali town .  First of all, we need to understand the meaning of check gate for our territory.  ILP system was introduced in North-East India by the British back to control and constrain the overexploitation of people and resources of this rich and thinly populated province by the traders from outside. After independent, this system was continued for vulnerably weak territory like Arunachal, Nagaland and Mizoram in order to protect people and resources. But ironically, West Siang is the only district which has built its check gate inside its town. Likabali is one of the most important towns of Arunachal; archeologically as well as commercially. But the awkward construction of check gate has put the life and property of Likabalian at risk and most importantly it has created misconception in Assam to claim entire Likabali as their territory. As the boundary has been almost clear now, but still a Check Gate is behind the town which is mockery of the Arunachal government.

Therefore, I strongly extend my appeal to the concern district as well as state authority to shift the Likabali check point from present awkward position to actual boundary area as soon as possible to sustain the real meaning of check point and mostly for the safety of life and property of citizens of Likabali.

Our side of the story

Dear Editor,

The District Demand Action Committee (DDAC, 29-Basar Assembly Constituency has endorsed the proposed “Phase-wise Lower Siang District Bandh” calls of the students’ organizations of the constituency against the state Govt. for delaying to declare and make functional Basar as H.Q of the Lower Siang District as per Political commitments made at Basar on 10th Dec.2008 and Cabinet approval of 7th August 2009.

The fact is that in last part of the year 2008, the authorities of the GWS with recommendations from the then local legislator of Nari- Koyu and a group of Ministers of the then Khandu Cabinet had moved the Govt. for creation of a separate District comprising of Nari-Koyu and Likabali A/C with its H.Q at the foot Hills. The proposal was placed before the then Khandu Cabinet on 30th Nov. 2008, for consideration and approval. But the Khandu Cabinet in spite of approving it instantly had kept in pending by referring to a standing committee.

After that the former CM. Lt. Khandu was invited to Basar by the local leaderships and people of the constituency with objective to demand Basar ADC H.Q to be upgraded to DC. H.Q. Lt. Khandu had kindly consented to visit Basar with beforehand feedback knowledge in his mind that people of the Basar A/C are inviting him to demand for District H.Q at Basar. While coming to Basar, on the way, Lt. Khandu came via – Gensi on 10th Dec. 2008, and there he had addressed a public meeting organized under the leadership of Jomde Kena, the then Deputy Speaker. We had come to know from reliable source that at Gensi people had submitted a memorandum demanding for creation of Lower Siang District for Nari-Koyu and Likabali A/C with H.Q at the foot hills. But there too former CM Lt. Khandu neither made any commitment nor responded positively.

On the same day i.e. on 10th Dec. 2008, the former CM. Lt. Khandu from Gensi arrived at Basar and had a night halt. As per set plan, a huge public gathering had accorded a unique civic reception to him after which only “One Point Public Memorandum”was placed before him demanding for up-gradation of ADC, HQ Basar to DC, H.Q by creating a separate District bifurcating existing West Siang District comprising of the Administrative centers viz,. Kangku, Sibe, Likabali, Gensi, Dari, Tirbin and Basar falling under Basar ADC HQ vide Govt. Notification No. DAD- 52/86 dated Itanagar 25th Nov. 2005. While responding, despite having had already received two similar proposals (as mentioned above) Lt. Khandu, the former CM, had spontaneously and instantly had made a sure political commitment to fulfill the demand of 29-Basar A/C.

Accordingly, the proposed district was in-principle approved with its H.Q at Basar by the then Khandu cabinet on 7thAugust, 2009. This news was even announced in press conference by the then senior Cabinet Minister and Govt. Spokesperson, Tako Dabi, on 9th August 2009, which was widely circulated across the state and the country in leading daily newspapers.

Later on the “High Power Committee” with Dr. H.K Paliwal, IAS, as Chairman had visited administrative areas of Basar A/C to examine feasibilities on ground and to conduct public hearing meeting as well. More than 10,000 people had enthusiastically gathered at general ground Basar on 17th February 2012 and actively participated and presented/ submitted our demand reiterating the “One Point Public Memorandum” with a single voice to declare Basar and make it functional as the HQ of the LSD.

Very recently, in response to notification No. DIPR/ARN/2187-88/2014 from the DC West Siang District Aalo, we also have submitted our standing viewpoints clearly in written enclosing all relevant annexures on the same issue on 21st Oct. 2014.

Over and above during the long 6 years’ time span from 2008 till date, we cannot exactly recollect how many delegations, memorandum of reminders, representations in written and verbal have moved the Govt. requested to implement on the ground as per political commitment given to the people of Basar A/C. But every time the Govt. keeps sending us back after leap services only.

Anything has its limitations. The DDAC, the PRI members, the party workers, senior citizens, youths, students and general public of Basar A/C have almost lost patience. Under such circumstances, in two emergency consecutive meetings at Basar it has been resolved to start mass political movements democratically against the state Govt. and the congress party for non-fulfillment of the standing sure political commitment made in presence of a huge public gathering at Basar on 10th Dec. 2008.

Set an example

Dear Editor,

Through your esteemed newspaper, I would like to express my grief regarding the recent explicit video clip which has emerged from Daporijo which has shocked the citizens.

The fact that video clip involves a minor girl suggest that it was done forcefully. This is condemnable and shameful act.

If uniformed man indulges in such kind of acts soon our innocent sisters could meet the same fate as the young innocent victim girl.

Therefore, I condemn the act and earnestly plead to the state govt. and concerned authorities to give strongest punishment to the culprit as per the law so that people think twice before doing this.
